University General Education Requirements  

Content Designations: BIL

After completing the general education and initial professional education courses, the Bilingual Elementary Degree Program candidates apply to the College of Education, take the final series of methods courses, and complete a student teaching experience, thereby meeting requirements for an Illinois Professional Educator License (PEL).

The Bilingual Elementary Degree Program leads to the Bachelor of Science in Education degree in Bilingual Elementary Education. The purpose of the program is to prepare elementary teachers who can effectively teach all children in the elementary grades, including English Learners (ELs). Completion of the Bilingual Elementary Education program qualifies students for an Illinois Professional Educator License (PEL) with an Elementary Education (1-6) Endorsement and a Bilingual and/or ESL Endorsements.

Licensure requires candidates:

  • receive a passing score on Target Language Proficiency (Bilingual Endorsement)
  • receive a passing score on Content Area Test for Elementary
  • receive a passing score on edTPA

Changes to licensure and licensure requirements mandated by the Illinois State Board of Education (ISBE) may result in changes to posted curricula, in accordance with timelines specified in law or rules.

General Requirements


  • Students are responsible for meeting the program and College requirements in effect at the time they officially register in a teacher education program leading to certification at Chicago State University, regardless of when they were admitted to the university.
  • Admission to the program is contingent upon good academic standing and acceptance by the department.
  • All student teachers will demonstrate they have met the Illinois Professional Teaching Standards and successfully complete Field Practicum and Student Teaching and all required coursework with a cumulative 3.0 GPA in all program coursework; successfully complete all clinical fieldwork; successfully meet all requirements for the professional portfolio; successfully pass all required state assessments, including the Content Area Test for Elementary Education (Grades 1-6) (197-200) and edTPA; and meet all requirements for state licensure.
  • All degree requirements must be completed within six years.

NOTE: Candidates must abide by all College policies stated in this catalog, unless exceptions or adherence to higher expectations are noted in program documentation.

Students must

  • complete 134 credit hours: general education (48 credit hours), area of concentration (12 credit hours), professional education (74 credit hours).
